Sorry for the delay, but I've been and will continue to be a bit stuck for the duration of October. Anyway, the Hall of Fame is what keeps track of clan war history, clan awards, Faction leaders, and it is also what awards such titles.

For name changes of clans, I'll direct you to moving pages. In the upper right hand corner of any page you can edit, you see an arrow pointing down. Pull the drop down list and select "Move Page" and then hit it. Enter the name of the page you'd like it to be moved to and call it good. Also, please remember to sign your posts on talk pages with ~~~~

That depends. The Hall of Fame decides when to open an achievement to the public and we select the clan most deserving of it. Except for Best Designed, of course, because if we were judges, it'd be unfair. So long as a clan keeps a great track record here, all that's left is a bit of luck.
