First of all, do not create multiple accounts. Secondly, feel free to make a clan page whenever you like, you'll have somewhat of a week period to get things in order. Please do not create any further accounts, it will result in banning. You have a few days to get your 'clan' in order. If you're not ready to move your clan off your user page by then, it'll be deleted.
