Because...

The armour was deleted quite frankly, Because Miltonius said so.It was part of the temporary quests and always had a date of deletion. Other examples are the Shadow of Miltonius and Fiend of Miltonius.

No. It is a Perma-Rare, As in its gone for ever! If I was you I would move on and start farming for milt armours available now incase they go rare!
