does anyone know why there is a notice on my clan page.

Its there because you and/or your clans other leader have made and abandoned multiple clans in the last few months. Therefore, you are being put on probation, and your current clan must stay around atleast untill the 19th of May, or you will lose your pirvledge to create clans.
