This answer to the question above isn't exactly true. Ballyhoo has on occasions given weapons. The weapons she drops were and will be sponsor items. One item she once dropped was a sword called Bloodriver. An example would be if Apple put up an advertisement then Apple would also have a chance to place an item in game that Ballyhoo would have a small chance of giving you. So, the correct answer to the question above would be:

"Depending on what companies are holding advertisements with Ballyhoo, she may have a chance to drop items IF the company desires to release an item. At the moment though, she is not releasing anything."

Currently, Ballyhoo is holding a Ipad Giveaway contest but this will end on September 7th.
