Shadow Council
The Shadow Council is a remnant of MechQuest's Shadowscythe, who exist in a form similar to the Mysterious Stranger.
Like the Stranger, they are unable to exist in physical form—so they rely on possessing and infiltrating the Loremasters in multiple universes in order to create the ultimate villain. Led by an elder, the Council tricks the Hero in several timelines (DragonFable, MechQuest, EpicDuel, AdventureQuest, and AdventureQuest Worlds) to gather powerful artifacts from the worst villains in each universe.
By combining parts from Sepulchure, Valoth, Carnax, Caden, and Vordred, the Council was able to create the being known as Vaxen. However, Vaxen soon gained sentience and obliterated the Council members, save for one, who then directs him to Lore.
Once Vaxen is defeated, the research gathered by the Council is retrieved for the Queen of Monsters' personal use. None of the Council members are known to have survived.
